6.9.2 The key issue to emerge from the appraisal is that whilst the major road construction options (off-line dual carriageway, off-line single carriageway and online dual carriageway) provide some benefits, they also have an adverse environmental impact. Moreover, they are at variance with an overall policy seeking to encourage greater use of more sustainable travel modes.
6.10.1 It is recommended that the upgrade of the A701/City Bypass Junction, upgrade of the A702 junctions, safety measures along the A701 and on-line cycle measures are all taken forward to the Part 2 appraisal. However, the three major road construction options should be rejected at this stage.
